c) Students' Achievement
DBE3 conducted an assessment which involved a sample of 54 schools, using tests that focused on students' skills. The tests were conducted in the same schools in 2009, 2010, and 2011. Chart 3 shows a significant improvement in the general average of tests results. Bahasa Indonesia and Mathematics results improved each year (from 2009 to 2011), while results for English were significantly higher in 2009 and 2010, but dipped lower in 2011.
Analysis of individual tests showed that there was a substantial improvement of test results in all categories: male, female, SMP, MTs, private and public schools. Chart 4 shows the results of National Examinations (UN) in the 250 partner schools in 25 districts/cities. The results in all subjects increased considerably between 2008 and 2010. The highest improvement was seen in Mathematics test results, with scores increasing from 6.9 in 2008 to 7.7 in 2010.

The 'Better Teaching and Learning' (BTL) Program
The BTL Program developed by DBE3 focuses on achieving a number of change indicators such as students' behavior, teachers' behavior, classroom environment, and school principals' leadership. The program uses a whole school approach, in which teachers of all the core curriculum subjects along with school principals are involved in order to achieve the same vision and objectives.
The BTL Program uses various training approaches, including study visits, training workshops, and teaching practice where teachers are guided by District Facilitators. The DBE3 program has involved various Government stakeholders, including school supervisors, Education Office and MORA staff, members of Local Parliaments, Local Development Agency Staff, and the Education Council (Dewan Pendidikan) to reach a united vision for the future.
